Settlement in Norwegian kroner
The settlement services apply to participation in DNB’s interbank system in accordance with the permit granted by Norges Bank.
Cut-off times
The data centres have their own run patterns and submission times which are adapted to NICS. Partner banks must check their own cut-off times at their own data centres.
Norges Bank closes at 16:35 while NICS closes at 16:00 for ordinary transactions.
- NICS’ net settlements are run at 05:30 - 09:30 - 11:30 - 13:30 and 15:30.
- The settlements from Straks 2.0 are run at 05:50 - 09:35 - 11:35 - 13:35 and 15:35.
- The registration adjustment against the payable-through account in DNB must be complete by 15:55, which is the last deadline in ProPay (DNB against Norges Bank).
The update of the payable-through account (00 account in DNB) takes place as soon as the accounting data is received from NICS.

Private settlement system in Norway
Settlement
NICS is the banks’ joint settlement system for Norwegian kroner and is used by all banks that participate in the banking industry’s joint infrastructure for payments.
Banks must use NICS for the exchange of transactions that are included in the banking industry’s joint infrastructure, and which influence a bank’s position in Norges Bank settlement system, NBO. There are 21 participants in Norges Bank Settlement (level 1).
Private settlement banks participate directly in NBO level 1
- The participants of both level 1 and 2 are direct participants in NICS and are themselves responsible for transactions they send to NICS
- Level 1 settles on behalf of itself and participant banks (level 2)
- Three private settlement banks in Norway; DNB currently has 78 level 2 banks. SPB 1 SMN has 7, SPB 1 Nord-Norge has 1, Danske Bank 1 and SEB 1.
The private settlement system is supervised and monitored by Norges Bank.
The principle of crediting after settlement
NICS calculates each participant’s net position for each settlement. The net position for a level 2 bank is added to the net position of the level 2 bank’s private settlement bank on level 1. The net position of the private settlement bank, including underlying level 2 banks’ net positions, are sent to Norges Bank for settlement in the level 1 bank’s payable-through account at Norges Bank. Once the settlement is complete in Norges Bank, DNB, as the private settlement bank, will make the settlement with its underlying banks. This is executed by the level 2 banks’ net position being posted in the level 2 banks’ payable-through account (00 account) in the private settlement bank DNB.

NICS Real
Real-time payments in Norway - Straks 2.0 and Straks 2.1
- NICS Real (Straks 2.0) is a new settlement solution for domestic real-time payments (instant payments). NICS Real was introduced in June 2020.
- The current solution for instant payments (Straks 2.0) uses the Bits standards NISOK and NIBE, which are messaging formats that are only used in Norway.
- Straks 2.1 - Bits’ Board of Directors decided at the board meeting on 28 November 2019 to commence the Straks 2.1 project, which includes migrating the instant payment solution to only use ISO 20022 messaging formats.
- Project Straks 2.1 will implement ISO 20022 messaging formats for all banks in the Straks 2.0 solution and phase out the use of NISOK and NIBE messages.
- After the migration, the banks will send their ISO 20022 instant payments directly to NICS Real (the clearing solution in Norway for instant payments) and receive ISO 20022 instant payments directly from NICS Real.
