SEPA End Date in Norway – the road ahead

Change to ISO 20022 XML for all payment files in Norway in a long term perspective.

Generally, Norwegian banks experience that an increasing number of major corporates need to adapt to international  payment standards. Similarly, the formats in use such as Telepay and Paymul need to be adapted to new legal and customer requirements. In addition, in connection with SEPA End Date we are legal required  to use ISO 20022 XML for euro payments.

Consequently, the Norwegian banking community has concluded that banks should implement international standards for payment in all currencies.  The idea is that it is not viable to use one format for SEPA payments (ISO 20022 XML) and another one for other payments (EDIFCT and/or Telepay).

Therefore, customers with DNB and other banks can now use ISO 20022 XML to send their payment files containing domestic and international payments to the bank.  For this purpose, DNB has prepared a message guide/technical description for ISO 20022 XML. This message guide is set up in accordance with the generic description that has been prepared by the Norwegian Banks’ Standardisation Office, but it also covers a number of services and functions being unique for DNB.

DNB’s message guide can be used your ERP supplier when preparing their ISO 20022 XML solution. The guide contains a detailed  description of how to send the payment messages and populate the message fields. In addition, there are a number of rules that you should discuss with your ERP supplier.

We recommend that you contact your CM adviser that will assist you in this process.

What will be the next step?

Today DNB is ready to receive payment orders in all currencies in the new format and from 31 October 2016 this will be a legal requirement according to the SEPA End Date Regulation.

If you have not started the preparation already we suggest that you set up a project in your company focusing on the conversion to ISO 20022 XML. In this phase, you should coordinate with your ERP supplier. When you are ready for testing, you should contact your CM adviser and DNB’s test team.

DNB has a test platform/portal that you can use by agreement. This will require that the relevant persons in your company will be assigned user rights and, if needed, you will receive assistance from your CM adviser and DNB’s test team. When sending test messages to this portal you will receive iimmediate feedback in case of syntax errors or other discrepancies.
